Escaped Clay County Inmate Captured After 24-Hour Search; Officials Address Motive and Policy

CLAY COUNTY, N.C. — A work crew inmate who escaped custody while performing roadside duties has been apprehended, according to the Clay County Sheriff’s Office.

Authorities say Thomas Daniel Ware, an inmate assigned to a mowing crew from the Clay County Detention Center, fled the work detail on April 16. He was located and taken back into custody the following day at approximately 2:30 p.m. along Downings Creek Road. Officials reported that Ware was apprehended without incident.

Following his arrest, Ware told deputies he had been hiding in a remote wooded area during the time he was at large.

The sheriff’s office credited members of the public for remaining alert and assisting by reporting potential sightings over the 24-hour period. Officials also emphasized that inmates selected for the Work Crew Program are evaluated to ensure they do not pose a risk to the community, even in the unlikely event of an escape.

In an additional update, authorities addressed Ware’s stated motivation for fleeing. According to the sheriff’s office, Ware’s mother is reportedly terminally ill. Officials said that had Ware communicated the situation prior to leaving custody, arrangements could have been made for him to visit her under supervision.

The sheriff’s office noted that it has previously facilitated inmate visits with terminally ill family members and, in some cases, attendance at funerals. However, officials acknowledged that coordinating such requests—particularly when they involve travel out of state—can be complex and require significant coordination with court systems and adherence to extradition procedures.

Despite the circumstances surrounding Ware’s escape, authorities stated they will work to verify his mother’s condition and explore the possibility of arranging a supervised visit.
